The last supplement to the anti-crisis shield was created, first of all, by the Ministry of Development. It is supposed to concern mainly subsidies to the interest rate of bank loans granted to provide financial liquidity to entrepreneurs suffering from the effects of COVID-19, as well as to amend certain acts. Check what changes the 4.0 shield will bring!

What changes will the 4.0 shield bring?

The project includes, among others:

  • limiting the amount of severance pay and compensation to 10 times the minimum wage,
  • the possibility for companies to suspend the operation of Social Funds. The draft provides for the suspension of the employer's obligations in the field of collecting and spending funds for social purposes - provided that there has been a decline in economic turnover or a significant increase in the burden on the remuneration fund. These duties may be suspended in agreement with trade unions,
  • suspension of the obligation to collect overdue vacation days until September 30,
  • compulsory leave for an employee, for which the employer can send him. Among the proposed regulations there is also a provision that allows the employee to be granted (on the date indicated by the employer, disregarding the vacation schedule), unused vacation in previous years, up to 30 days of vacation, without the employee's consent,
  • loan subsidy program for companies. The implementation of bank loan interest subsidies will enable entrepreneurs to survive the most difficult period. The provisions of the draft act will regulate the rules of applying interest rate subsidies to loans granted by lending banks to ensure liquidity or in the event of a threat of its loss, to entrepreneurs suffering from the effects of the COVID-19 pandemic,
  • electricity and water are not cut off for six months after the epidemic is declared, even if bills are no longer paid.

What changes will the 4.0 shield bring?

For staff

During the period of the epidemic threat, the employer may grant the employee, on a date of his choice, without obtaining his consent, outstanding holiday leave, which the employee did not use in the previous calendar years.

In addition, in Shield 4.0, attempts were made to clarify the principles of remote work, currently used by many companies. According to the provisions, the employer may require the employee to keep records of the activities performed.

For borrowers

The introduced act is to apply mainly to subsidies to the interest rate of bank loans granted to ensure financial liquidity to entrepreneurs suffering from the effects of COVID-19 - it is about subsidies to loans for companies. The state will assume part of the interest on the loans. Two percentage points for small and medium-sized enterprises, one for the rest.

For citizens

According to one of the regulations, within six months of the announcement of an epidemic threat and state of an epidemic, a household cannot disconnect electricity, gas or heat, even if bills are no longer paid.
